The object of this Ordinance is to give the Governor-in-Counci

power to authorise the total or partial exemption from assessment 0

any hostel attached to the University of Hongkong.

The principle of the Ordinance was approved by the Right Honou

the Secretary of State for the Colonies in his despatch of the 17th

March, 1915.

In my opinion this is an Ordinance to which His Excellency the

Governor may properly assent in the name of His Majesty and on His

behalf.
